It is called an E4 by the Air Force, and there are four of them. If I recall correctly, three are based out of Offute AFB in Bellevue NE and the fourth at Andrews AFB. It was designed during the cold war. If you think it is a waste of money, then think about how safe bunkers are during a nuclear attack. The plane is supposed to host the President during times of national crisis. I believe that originally one of these planes shaddowed the President at all times, but probably no longer.
