"con carne" means "with meat" in spanish. This is a mexican recipe, I think, which explains the words in spanish. "carne" means meat also in portuguese. Capisci? ;o)

For the masa harina; take the oil off the top like I did but thrown that skimmed oil away and just add some corn tortillas chopped up fairly fine, like 1/2 centimeter square or smaller in size.
The aciote, there is no substitute, but the chili will taste great without it.

The achiote ... I would leave it out and not worry.
The masa, can be left out too, but you could substitute some corn tortillas that are diced up into small dice and throw the fat that you skimmed off and throw that away.

Corn Meal here in the USA is ground up corn, it may be called something else in Australia.
Corn meal is used to make corn bread.
