It can be a skin disease called (Sarcoptes scabei vulpes).. it`s a small mites,foraging on the hair follicles and skin .. slowly eating the fox alive..it is losing weight and finally losing it`s life..
I do not know whether this disease is found in U.S. .. but it is in Europe .. and it kills many foxes every year here in Denmark ..

As for "letting it suffer", were it actually sick then nature would be taking it's course since they left it alone. Believe it or not but things suffer in nature too. Suffering is a part of any life.

That guy is so NOT rabid. Rabid animals move about erratically and that guy seems to know what he's doing. He's just looking for a bite to eat probably. Fox kits are going to start coming out of the den soon, so for all we know that foxer could have a little den off somewhere and is looking to bring something back. :P
While is unusual to see a fox out in the open like that, it doesn't necessarily mean he's sick or rabid. In area's where civilization encroaches on their habitat, they sometimes lose their fear of people, especially if someone has been feeding them. Just another angle to consider.
The fox looked normal to me, he was in shed, but normal. there were Turkey vultures in the back ground. I'm sure the stank of a dead animal lead him out in the open- they are opportunistic eaters after all.
