A locked metal door prevented getting access to the roof. Ontop of this, most of the trapped people stayed put inside their offices, as leaving their office would only subject them to even more smoke. Regardless, an NYPD helicopter did head over to the WTC with this intention, but the smoke was much too thick lowering visibility drastically, meaning any attempt to land could well have ended in the helicopter colliding with one of the many obstacles on the roof.

They say that it wasn't possible to land helicopters on the buildings because the smoke was too thick. I personally disagree with this but after watching tons of WTC videos I have heard that several times. There is a time where they can land, but close to the buildings collapse the smoke was incredibly thick.
