This appears to be the local NBC station that's having technical difficulties. Local stations have four minutes from 7:26 to 7:30 to do a local cut in, and during that time, the network feed is used for a live Today show tease on WMAQ Chicago's morning news. Matt is humming because he's waiting for Chicago to be ready for him to go on.

Meanwhile, whichever local station was airing this apparently couldn't leave the network feed for some reason, hence the trouble slide.

This is not a techincal difficulty this is someone recording the constant feed that comes directly to news stations. Unless this came to your house (which would be your local station's fault.) It is not a techical problem and may Matt have mercy on you for thinking so.
