no, it's a glitch occurring naturally. the online c-span archives, linked from dr. paul's site at one point, used to play in WMP, in like 5 or 10 minute blocks. as it switched to the next segment, it usually misses a second or so. this video appears to have been originally ripped from those archives.

In short, even if Ron Paul wins, it may slow down the NWO but it won't end it. The EU and the U.N. will still do their dirty business; crises and disasters can still be manufactured by people behind the scenes. Meanwhile, corrupt big-businesses will gain even more clout. Basically what will happen is that the government will seem "libertarian" but big business will take over the communist whip-cracking. It will be the illusion of libertarianism.

That will help big businesses who will simply take over the spying duties from the government, if they haven't already.
