Dusty almost proposed to her(he even had the ring), but when Lucy decided to go to college and learn to become somebody, Dusty chose not to propose. Dusty wanted her to go to college because he felt it's what was best for Lucy. And when Lucy returned, Dusty had moved on with Jennifer. But I believe Lucy was really Dusty's soulmate.
