With levitate, you can pretty much go ANYWHERE. as of this patch. You like wall walk to anywhere you want.

its called a parachute cloak, sometimes u can find one in the AH or someone can make u one, but i think u have to be lvl 70 to use it, its really sick

u cant do it because when u get to the top u cant see ppl inside the city and the outside ones are just too far away...but u can sure mess with some lost low level allys
