Yes Master Loot was implemented, it has been in the game ever since vanilla WoW. I started playing in 2005, and it's always been there.

Guilds tried to AVOID Master Loot to prevent from looting to another person by accident(GM's wouldn't/couldn't replace gear at the time like they can now).

You get items that you enchant weapons and armor with. basically to improve the weapon or armor. you can also check on thotbott under enchanting to see what you can do when you pick up cool items. yes this is how you make your weapons glow.
