Apparently he was born in the Hospital Chinatown in San Fransisco, but his parents moved back to Hong Kong when he was three months old, so he did not grew up in America and might be the reason why he talked with a accent, only after many years he returned to America.

So he wouldn't be able to speak English better then any other Chinese person.

I don't think the voice is intended to sound anything like Bruce Lee's. You'll note that the lips of each character are out of sync. Like most Kung Fu movies, the voices are dubbed. Note that Danialson's voice sounds nothing like Ralph Macchio either.
