Let's follow the logic here. People bought loans they couldn't afford. Fannie and Freddie backed the banks that made them. Banks could make these loans, bundle and sell them as annuities. It is these annuities that crashed once housing values dropped. This was all possible due to Phil Graham's efforts to repeal a depression era law limiting what banks can do. The Republican Congress passed and Democrat President Clinton signed. Banks stopped being just banks. All are guilt here.

The CRA created the immense inflation in the housing market that later burst this last year. Have you read the CRA? I have. It forced mortgage companies like Fannie and Freddy to give subprime mortgages to people who couldn't normally afford mortgages. It was a noble thing to do, if well regulated. It spun out of control and combined with corruption it led to the meltdown that we see now.
