Is "charging the marker" the same as what might be described early in "clicker training"?

you mean "charging the mark". The mark is the action you take, weather verbal, a clicking sound with a clicker,....etc to capture the moment when your dog does whatever behavior correctly. That mark signals the dog that a reward is coming. So at first you charge that marker by following with a reward (treat,toy, etc..) When you charge the marker you are not worried about any behaviors you are just teaching that the marker means a reward is coming.
