BCCI was used to funnel money to the Contras in the Iran Contra scandal. It was also used by the CIA to funnel money to the mujahideen and other terror organizations.

At around 44 minutes, you see a conversation between a tinpot dick and the banker villain. The banker is already overstepping the boundaries of his institution's presumed purpose by promising weapons & logistical support (but isn't he just supposed to be a banker?), and he says something very key:
