I used to do video editing on a Windows XP Machine, and yes, you can do video editing on a PC. The two things to bear in mind though are that this ad is from a time when most PCs didn't have FireWire, and also that the Mac comes with iMovie, which is a very capable and reasonably easy to use movie editor. WMM is nowhere near as good as something like iMovie. Adobe Premier, Sony Vegas or PowerDirector are very good, but cost quite a bit and aren't as simple for an end user.

I was focusing on the part when Tony Hawk said, "I make movies of my oldest son skating and edit them to music [with Final Cut Pro]." You don't need FCP to overlay audio and cut clips. I just went on to Dell's site and found a laptop for $349 with pretty much the same stats as the cheapest Apple laptop except Apple's laptop costs $650 more. So as far as doing something as mundane as the average Tony Hawk home movie, a PC would be the cheapest option. Saving $650 makes up for a crappy UI.
