How about providing a real service for local commuters? Railways like this are businesses in the heritage industry rather than providing genuine transport or running a real railway - they should be convincing local authorities to subsidise them to provide such a "real service" rather than just playing at railways.
The ELR have a policy of train staff not wearing their HV clothing when around the station so as to keep with the period running of the railway, also the path down the right hand side of the tunnel is an autherised walking route between the station and the diesel shed at Castlecroft on the other side

Believe it or not, there was once a time when HV jackets didn't exist...and....you'll barely believe this...the railways still ran!! O_O
