Here's what I thought:

Nintendo designed these courses to test the mechanics of the game. This is why they are "test courses". Nintendo probably didn't even need to make textures because their own tools can test the game in a "wireframe" view. So Mario Kart DS has the physical model of the courses, but doesn't actually have textures for them.

AR can only allow what's already in the game. Infinite weapons, etc. are all part of the designer's debugging routine to make sure there aren't glitches.

In the Kiosk, all the textures and models are in the same file.

In the Final, they have split the textures and models in 2 diffrent files.

And they skipped the Test Tracks.

And that's why you can't see textures in the Final (or you have to wait for Mario Kart CW Final in April 2nd).

Actually you can go here with an Action Replay, but i have to check if it has it's textures or not.

None of them have textures in the final version ROM, but I have seen someone who successfully patched the textures from the beta ROM to the final ROM and was able to play Mario Circuit GCN with no hassle. I wonder if that'd work with these too. Too bad I'm a horrible programmer, or I'd make a patch for the ROM. :\
