Now that everything Apple is Intel, Mhz again matters because, to coin a most apt phrase, you're now dealing with Apples to Apples. Concerning that G4 chip, it was my fav of the RISC processors, and often felt peppier than the G5. It also felt faster than the first CoreDuo Mac I used. It wasn't until the Core2 Duo that I noticed a bump in performance.
