The Bull Roarer should be a shaped double bladed piece of wood, with a loop of string attached. (Should be able to stretch the loop between outstretched hands.

Hold the end of the string loop in one hand and the wooden blade in the other. Spin the blade untill the string twists up to your other hand. Stretch the twisted string taught and release while swinging in a circular motion. Increase/decrease speed to change the sound.

Try a string made of polyester fibers, like the ones used by crop machines to make blocks.
