Not really: from what I can tell, it replaces the consonant part of every "mora" (Japanese equivalent of a syllable) with the "p" sound, or adds the "p" sound if there isn't one. So in the song, "Aa, shiroi kamome yo" becomes "papa, pipopi papope po"
