I think you should use primer before apply the colors. It works for me and it helps the color more pop as well. Hope this help you :)

i do use a primer. I have UDPP. U mean a basE? :/ like paint pots?

Hmm Can it be possible that you put UDPP too much? or Maybe you might need to put base like paint pots or NYX jumbo pencil before put on the color...
