With years and years of trying to run her as the mainframe for Aperture Science per Cave Johnson's will, they have had lots of time to create other A.I.s for much more minor roles and tasks. Wheatley, Rick the adventure Sphere, and a few other spheres were much newer A.I.s with better software and synthesizers. Wheatley is incompetent because he is being outside of his designed role, as monorail entertainment
