Cool car, it draws less as the heating element is getting hotter as there is less cool air blowing on it, this increases the resistance lowering the amount of current
yes i know the fan draws power too ... but the amp gauge is drawing off the 120 v system and at the time of this video the fan was drawing off a 12 v battery that had a trickle charger on it .... so in this example the fan draw in no way changes the amps displayed on the gauge

the fan draws amps also.
