Roger is just a regular phase II clone trooper. I just painted his body to look like the phase I clone officer. When I make the "Star Wars: Ashas Ree" wiki(which will probably never happen) the reason why his armor is like that will state:

"In admiration of his older brothers being Officers, such as Captain Fau, Rex, and Appo, he decided to dawn the stripes of a Clone Lieutenant, despite his rank of Private. The high officers didn't care anyway."

She lost an arm and a leg, Grievous whirled his 4 lightsabers, lunged toward her at break neck speed, while the Jedi General makes a bloodcurdling scream, which is abruptly ended by the sounds of slashes and Grievous' triumphant laughter. What more evidence do you need? (didn't mean to be really mean though).
