make the sprocket adjustable...Take the cam sproket off, and where the 3 bolts are that hold it on, make those into a line, basically so you can adjust the sprocket when it has the bolts on, google (adjustable cam sproket) so you know what I mean, then you will be able to adjust them correctly. Do this at your own risk, I mod my pit bike for racing and its a difficult task to get it spot on.
take the spark plug out and put a screw driver in the hole slowly turn the fly wheel until you feel the piston with the screwdriver so now its on the compression stroke you should be able to time it correctly this happened to me i was timing it when the piston was at the bottom of its stroke. hope this helps :)
that set half tooth retarded it comes like this from factory its in time and fine it trust me i thought the same thing

Take the timing chain off and line it up properly
p.s. the timing marks on them chinese motors dont line up completely anyway

Seems like the crank timing sprocket has moved or been fitted wrong.
The keyway on the crank needs to be inline with a lower part of the sprocket , there is no keyway for the sprocket it is a push fit ...
