As a Highschool wrestling official, NO this is not fleeing the mat. If the wrestler who was backing up was winning then the ref may hit him with a stalling call. This is indeed fleeing the mat. When the opponent finally took a shot on him before the video ends, he goes out of bounds, no attempt to reverse the takedown attempt. There was nothing that signaled that the guy was not fleeing the mat. Circle in, circle in, circle in. The refs say that for a reason.

I'm a 16 year HS referee. It's a judgement call as to whether it's stalling or fleeing. One has to be called here. He took several steps backward toward the line to avoid being taken down. This puts your fate in the hands of the ref which is NEVER a good idea. Get the takedown and win the match!
