Also, I was thinking it would be good to raise a child without religion. It would seem to be a good idea to let a child go where the evidence leads him or her while he or she gets a good, solid education.
Regardless MoE , I think that we need at least a basic requirement because a lot of these kids are not being raised properly. We drag our personal issues onto these kids and damage them.

Depends, if her parents are willing , have a high school education and qualify for all the other requirements they can sponsor her. The important thing is that the child gets the care it needs in a family that will love and not neglect it like 80% of this countries parents do.
