i think i know why the AT-AT is republic/empire.basically RHE(Rothana Heavy Engineering) built the at-te's and being that the AT-TE became succesful vehicles the republic began to mass produce them like the UT-AT,AT-OT,AT-HE,and AT-AT.and being that the empire was organized, Veers must have Mass Produced AT-AT's giving them stronger armor and heavier weapons,they are other models like the AT-AT swimmer and AT-AT artillery
