If he let her out then he had to have unbuckled himself, and either turned around and opened the door or got out and opened it from the outside. Then he didn't have the reaction time or the self awareness to stop her. Climbing onto a car may not take a kid long, but neither does an adult getting out of one. But he was lazy.
