Peter is (still) the best analytical interviewer or journalist F1 has bar none. I say this from America where we don't have the British journalists but we do have the ablity to read what they put out.
Bernie is dreaming if he thinks Governments are going to give him large sanctioning fees. Those days are passing. Russia, India? Then who's left?
It is probably covered by NDAs but I would love to find out just what the financial breakdown is for an F1 venue to host a race. How much do they pay to F1, how much of the merchandising and concession stand money do they control and get to keep, those sorts of things.

Bernie's economic model only works if there's a government using the GP as a worldwide tourism advertisment. He needs to reduce his profit margins for races like Australia, Turkey, China, and the USGP are expected to last!
