The amount of albums or records sold DOES NOT determine who the better "rapper" is. It just shows you that Jay is MUCH better than Nas at making songs that keeps him relevant in the mainstream up to this day. But as far as being the better lyricist, Nas takes that. In the early & mid 90's when it was all about lyrical content, when fancy hooks & bubble gum beats didnt matter like it did now Nas was one of the best.
