You're right about the first part, basbalfrk (the circulation's rooted at the surface, which is why it died out so easily after hitting the clump of trees; tornadic circulation is supported by updrafts connected with cumulus or cumulonimbus development), but that circulation is roughly on par with a brief, weak-to-moderate F1 tornado. No blowing away of people required.
