The reason I would find blame for Cheney and Rove is simple. Cheney as V.P. is supposed to present Bush with options to choose from, and he and Rove designed those options, and advice. Many want to blame Bush, but the truth is, most of the things that went wrong we will find out had much to do with the options put before him by Cheney, and Rove. To take that a step further, GOP officials put together Bush's cabinet for him, so he is to blame for even less as far as I am concerned.
