It's pretty easy. "Too" only has two meanings, "also" and "in excess". E.g.: "I want a dog too!" (also) and "The music is too loud!" (in excess)

"To" is used for all the other uses. (Except for writing out the number 2 of course, but I assume you already know that =P)
