@bryanzkhi Hi, Thanks for the question. I use 14mm cue tips to install on all my cues to be able to cut the tip down to the exact Millimeter. As far as using a 14mm tip on a 13mm cue and shooting with it, I don't know how it would play but it should stay on if applied correctly. If you have any more questions please don't hesitate to ask.

What material do you use for a collet?
Is this your regular shop lathe?
Do you have any other equipment that you use on a daily basis?
What sort of tip do you use on your playing cue?

Just water, it is used to help burnish the leather tip. It gives the edge of the tip a hard surface, and helps keep it from mushrooming.
