This only used to happen in Camelot, and the glitch was around for over 2 months. Was really quite funny. Also it used to happen in the fountains in Cammy, they'd go fire, then rain etc.

the lava and water animations are so close that only pigments are different and after graphics are changed sometimes graphics colors are switches, also applies for sparkling like magic trees

its not a glitch.. its because your graphic settings are set to low. As fire cape is the only animated cape on runescape.
