The causes:

Atm the VC are more than inclined to please their big brother the Chinese...at the moment the Chinese want to infiltrate Cambodia but using the Vietnamese to do it...the VC are nothing but victims of bullying.

Why are they puppets? Becasue during the Vietnam war former USSR AND CHINA financially, emotionally and politically supported the VIETCONG, so the VC promised their brother in arms the Russians and the Chinese that if they ever win the war then they would repay their brothers with whatever they can salvage from the whole country.
