I was homeless for 10 years and believe me there are religious and government programs to assist people. There really is no excuse for being homeless other than they chose to be that way. My Thanksgiving meal was a corn dog from a convenience store. I lived in the parking lot of a community garden off of Elliot Ave for 3 months. I migrated up and down highway 101 from Niland, CA to Seattle all throughout the 90s. I've Even lived at Clam Beach near Arcata, CA for 5 months before the county shut it down.

I have seen some decent homeless folks but most homeless I was associated with were druggies, drunks, convicted criminals, and fugitives. Hell, one camp had 4 child molestors in it. Those people didn't give a shit about anyone or anything but their next cigarette, booze, or fix. They tell you what you want to hear to con you out of your money. Don't ever trust them.

Most choose substance abuse over a roof over their head while others are trying to hide under the radar because they are running from the law or their responsibilities. One guy I knew had 3 kids and chose to be homeless so he wouldn't have to pay child support. It didn't work. They found and jailed him and he still owes. Avoid them.

She said her money was stolen.... Classic. I have people come into my work every week saying that crap. I work downtown, in a big city, so I might be jaded, but at least I work for a living. You SHOULDN'T be able to beg for money from people when they work hard for it.
For a city to have an anti panhandling program at the same time that they lack soup kitchens or food programs doesn't sound right. I thought every state participated in a food stamp like program? She probably can't get in a program because she has no id that is common. Seeing as the jails go through all this effort to fingerprint and id you, they should help to secure id as part of post release follow up. With an id she might be able to get a bank card to prevent being robbed again.
