@123Blackkitty This almost always occurs in an EAN scenario. The EOM tone is not supposed to transmit until the president has finished speaking. The video "400 Nuclear Missiles" is an example of one of these scenarios. Check around the 2:45 mark.

@theEASexperience I was fortunate enough to be in the FEMA Conference Center during the live EAN this past month. The way an EAN works is that when it is sent, then the EOM tones are still sent, and then the broadcast stations go into emergency broadcast mode. As messages are sent out from the Federal Government, they either use the EAS or news wires to alert the media so it can be broadcast. If the President is talking, the news media does that.
