Its hard to tell thou if this horn is new or old casting
Also FYI
Engine 3965 is a GE U23B built in 1977 and it is an ex Southern Railway engine # 3965
And 3950 is also a GE U23B built in 1975 and is also an ex Southern Railway engine # 3950
Looks like your short line kept the same numbers that southern used for a few locos
