They had planned for her to be Gordon's daughter, but then realized for HL2 she would make a better Damsel in distress, and if she was the daughter Gordon would have to end up talking to her, which they didn't want.

So for HL2 they made her the daughter of Captain Vance, but then combined Captain Vance with Eli, and she's now Eli's daughter.

@VannahWilson OK I admit my mistake thanks to tell me that I didn´t know it , but you should read the letter to Gordon Freeman, there you can read that Gordon didn´t have any kind of relationship with anybody, for these reason he had a room at the dormitoryes of Level 3. The last years was working in Austria. So, theoricaly have a girlfriend in Austria and return to USA without her, I think that that makes Gordon to be a perfect little bastard. So, In that time he hasn´t a girlrfriend.
