You can't kill off Davros, he's an icon to the fans of the original series, I've only watched the new Doctor Who episodes that the Daleks appear in and they're always destroyed in some pansy arsed way!!! The episode ''Dalek'' with Chris Eccleston as the Doctor, to me, was the best episode of all the new Whos. The Daleks need to reign supreme.

Remember that Caan is a member of the Cult of Skaro who are ranked above even the emperor himself. Think of the emperor as a figure head and the Cult of Skaro are the real masterminds running the show. Davros may or may not have the abilty to run an EMS, but since the timewar was timelocked, he wouldn't have been able to use it then. Caan made it back as a complete fluke. Davros probably got away... and remember... there were 2 dalek factions, davros's and the original emperors...

The theory I heard from a friend was the Cult of Skaro and the EMS system was created by the renegade Emperor. Caan could have escaped but I don't think Davros could, as he doesn't have EMS.
