The highest level magikarp I've ever caught was a level 99, and I didn't notice that I had a rare candy, and I spent a whole week training it to be a level 100.

When i talked to the guy in the pool i thought he ment Kyoger or some legendary on my 5th or 6th try i caugt a level 90 magicarp with DROGON RAGE i had two rare candy's and used one and got level 91 gyrados.(pretty cool huh?I had a weak team with me and used my level 54 venesaur.Strong to you but not to me because i have about 190 level hundreds and i own about 393 pokemon.)

What I like about doing this is if you catch a level 90 or something and rare candy it up a level, you get a high level Gyarados :)

odds for finding a lv100 are 1/100 and shiny is 1/8192 so 1/100/8192--> 1/819200 or 0,0000012...% so yeah a safe bet lol.

The best Pokémon to use against all these Magikarp would be Rotom. Flail & Tackle won`t affect Rotom and Splash does nothing. Rotom can learn Thunderbolt, and there you go.
