I like your ideas, but it seem to me that the 3. part is enough, and or maybe setting higher standard for the police. Double them without higher standards would be futile and doubling sentences is maybe not neccasery if first you manage to arrest and sentence according to current laws those perpetrating crimes. It seems to me that SA towns and cities need more control over their local policeforces like in the US, I saw there many different kinds of police in one place, a kind of competition.
