Also at 3:33, that is not what EO 11000 say's, it states the Executive Branch (whoever is representing it at that time) can enlist volunteers, not force them into brigades. This would require Congress (not the President, may I remind you) to activate the SSS (Selective Services System) and that can only happen if the President declares war (which would only go for 3 monthes) or if Congress CAF orders the DOD to initiate "Global Conflict" with the goal of "fight and win war" not "slave labor".

The EO's have been put in place to ensure that the United States can continue to function in the event of a major catastrophe causing enought damage to the government that it would need those powers. In the instance this did occur, the communication link's of the non-executive branches of government could be severed, as they are not as developed as the DOD's, so the President could run the country more efficiently than a non-communicating 3 branch government.
