@cookie3373 Ah well, i guess this is a late response. But part of the idea is to actually try to decrease rape cases. Lotsa imported foreign workers from third world country that generally more prone to submit to their sexual desire when working away from their wife for months at times. This is sort of a way for them to relieve themselve "legally" whilst leaving the civilians alone. So always good and bad in alot of situation, depending on perspective.
