i know the problem, I have a PS2 and I fced snake in a real run on it, the 26.67 nps is to fast for the game to process so it wont activate the star power, thats what happened to me...

its because red octane didnt expect anyone to actually hit the section, and the star power would give them hope. when somebody would actually hit the red snake, red octane would officially say "fuck it, you dont deserve star power since you dont have a life."

im sry but its always been 2.8 avg for five stars and 2.0 for 4 stars and lowest is 1.0 although you should be able to get lower if you miss alot but you cant and 8.0 is maximum (from the star power making it go to 8.0 but it might be 7.9 depending if it always rounds down cause you start with 1.0 and to get that high you have to make a custom song that almost always has you in star power) so i sadly am still waiting for my 5*:(

i think i have an answer, it's not a glitch, you either ended tapping too soon on the long note so it didn't give you star power because you have to hold that note the whole time, but it doesn't reset your note counter because you still "hit the note"
