I know there is an ocean there (that's why some F-Zero fans called it "Night of Big Blue). But the reason why I called it "Mute City" because there are buidings. But the rest of the course is ocean, so I guess you're right. The course should be called Big Blue Lightning Route.

mutant city ""mute city" is on the atmosphere, this is near the ocean, so is big blue or some sort, but mutant city is not even close to this.
