never turn your baby forward facing at one year and 20lbs that is bad advice although it's the legal minimum it is in no way advised. There are car seats on the market that all hold babies rear-facing to 35 or even 45lbs now so please don't think of your child as a minimum...babies that young are internally decapitated in accidents forward facing every single day. If you have any doubts- research it.
