Radiological dispersants are purely secondary, IF even that. The type and amount of radiological material omitted from a nuclear reactor that has undergone a core meltdown far exceeds that from the atom bombs dropped on Hiroshima and Nagasaki.

the design of these reactors will -not- let the fuel "burst" through the containment. The designs since chernobyl have been drastically improved to make sure that even under a complete meltdown, everything is self contained and it will -not- rise above a level 4 scale event due to the core being completely self contained. Nothing can get out or into those cores. Not even a direct missile hit would rupture the inner shell of the containment.
