If you mean performing in Avenue Q, he did the Vegas show for a while before he left for other stuff. And he and Rod had a one-night reunion a few months ago! But Johnny's still performing theatre/TV; he left Avenue Q to work on his TV show, Johnny and the Sprites. And he's been in Beauty and the Beast as the second to last Lumiere (was going to be last, but something happened) and is now playing Pinocchio in Shrek the Musical!

For legally blonde it isn't a problem really cause she really is wearing two dresses and the outer is held on with magnets-really a very simply costume change. For Shrek though my guess would be a double that would be used for a brief time until the actual cast member is changed.
